2nd floor 2-1/2' wide X 5'tall plate glass window frame is failing. Window will fall outward and not inward from the second floor. Tenant called the owner twice last week and owner said he'd take care of it this week. Tenant said window frame is failing even faster in the heat and believes it will fall out today or tomorrow.
