Under RCW 59.18.060, the landlord has failed to maintain the premises in a habitable condition for an extended period. A plumbing repair was recently completed to address the root blockage and sewer line break (permit #7087705-SS). Still, the issue persisted for over a year, causing repeated sewage backups into the basement bathrooms and flooding into a bedroom.
