House is being rented as a duplex. Different families renting out the upstairs and downstairs. Downstairs is registered as a non-residential floor and the number of Rental Housing Units is registered as 1.

Stormwater runoff diverted toward adjacent property (west). Put on a new downspout and dug a ditch in SW corner close to the property line. Placed the end of the pipe in the ditch and covered with gravel - didn't put gravel under the pipe. The end of the pipe was not capped. Took photos. Complainant took photos, will allow inspector onto property to view.
