Health & Safety Violations: At move-in, the unit had a strong smoke odor and visible residue. The landlord attributed the smell to "new paint and carpet." However, after personally deep-cleaning the walls, trim, cabinetry, and surfaces, brown/yellow tar residue visibly dripped from the walls, indicating nicotine buildup and lack of professional cleaning prior to occupancy.
