Per CSB: Tennant dumped trash on sidewalk, with the landlord then throwing it in the abdonned motel lot to "mix in" with the other illegally dumped items by homeless encampment using the lot fence for large pergolas. Motel lot has unsecure fence, and homeless encampment using on other side
