Grease trap truck (very loud) sound comes thru at 3am sucking out grease from evergreen salad restauraunt.

I currently live in Apartment #2407 at 1430 2nd Ave in Seattle. I went to renew my lease today (last day I can do so) and I cannot get into the paperwork to sign it. I think my lease is going to revert to a month to month at a 15.4% increase. Is this allowed without giving me the Economic Displacement Relocation Assistance information? Didn't receive any communication about what they were going to do with lease until 22 days of it ending. Seemingly improper lease renewal notice. Property mgmt also withholding whole deposit. Tenant requested itemized receipt for deposit to no response.
