landlord is not collecting rent pymts, lack of response when making contact this is an on going issue want to know my rights other tenants in bldg are having same problem

The apartment owner continues to leave recycle bins on the sidewalk, right of way or street, even though there is at least one tag from SPU on a bin (there used to be more) instructing them to move the cart back to their property. We live on a busy street, and people constantly dive through untended bins and dump the contents all over the sidewalk.

Human feces in backyard. My next door neighbors informed me they have witnessed homeless defecating in my apartments yard. South east part of the property, behind the small fence gate. I have confirmed there are indeed piles of human feces there. Neighbors have contacted my landlord and property manager multiple times with no response. I have also informed management.
