Unauthorized encampment, day 13. Individual is moving dumpsters around the alley. Area is surrounded by 100+ apartments. It is not fair for the residents to have to put up with this for this long. This is a the 4th time this individual has decided to camp here going back to May of this year. SPD incident #23-214016
