I signed the management's move out form where I specifically indicated I wanted to be present and given 48 hours notice for a pre-move out inspection. I was not given any notice and they performed the inspection without giving me a chance to be there in person. This appears to be a violation of RCW 59.18.150

I live above the parking garage in my building, the noise has become unbearable. I want to break the lease, the landlord says I need to pay 2 months rent. What are my rights?

The building has two parking garages, 1 that is on a single level and is not for residents and another that is two levels. In the bigger parking garage there is an ADA spot on the first floor near the elevators and management said they are renting it out. The vehicle that's always parked there does not have a license plate or an ADA placard. We have a placard and need the spot.
