Compl is insistent that there are electrical problems here. Says when he plugs his computer in, it trips the breaker. His main concern was the squeaky floor from the apartment above him, and the lack of insulation. He has been told that we cannot do any enforcement for that. Compl has lived here since May. He is a section #8 tenant.
