Barbara Muller built fence (2 years ago) along property line between our houses (N to S)...6 feet tall & originally ~50% open to 8.5 feet tall. She added more slats immediately - lately she has systematically added solid panels above the 6 foot fence up the the 8 foot level, blocking my light.
