Per online complaint: "The dumpster behind these apartments (in the alley) is often filled over the top. Trash ends up falling into the alley or is carried by animals onto adjacent properties or into the storm drain. Occasionally, as is the case now, discarded furniture will be propped against the dumspter for awhile."
