Major construction w/o permits? Per online complaint: "My apartment is experiencing major renovation. The construction workers often begin construction work before 7am and after 7pm on weekdays and before 9am on Saturdays. They also create unsafe conditions for tenants. Holes in walls, equipment on stairs, one person fell through tenant's ceiling." (Emailed complainant to let them know we are responding to whether a permit is required, not noise within the same building.)
