ZONING--per CSB--Couch has been in alley for almost three weeks. The couch has encouraged homeless individuals to sleep on the couch at night causing unsafe feelings through the alley. SPU Inspector: 2411 the beige couch and 2407 brown couch. Not on ROW are being kept in alley. Owner's responsibility
