There is a man revving the engine of a loud mini van at all hours of the day and night. It clearly has no muffler and can be heard blocks away. The van has is likely not street legal. The window tints completely black out the vehicle. After revving the engine for a long period of time, he drives it down the street with no headlights, and then parks in an alley next to the lumber yard and revs the engine further. The hours of this excessive noise makes it a clear violation, but
