Caller advised her neighbor is protesting her trees by collecting fallen tree debris and throwing it in the sidewalk. It blocks pedestrian use and is a hazard. Neighbor was asked to stop and is continuing to do so. Neighbor collects tree debris and places in sidewalk in front of callers home at her path entrance.
