Per Online; My neighbors at 3555 NE 95Th St have done some minor grading of their front yard and the 38th NE ROW to create a pass through driveway. With all the rain when the contractors working on the inside of the house drive their trucks through they track mud onto my driveway in 38th. There is no erosion control measures, a minor attempt to clear the mud off my driveway and according to my search no permits from SDICfor inside  or outside or from SDOT. As I've told
