Per online complaint received 11/26/06 and phone conversation today, caller lives in the upper unit of this duplex; lower unit is empty. She reports that as of 8:00 am on the 26th the bathroom temperature was 48 degrees. She is using a space heater in the bedroom; the bedroom has a broken window that has been broken for a year.
