Construction without permit. Recently observed regrading of substantial amounts of dirt. Why is is the city allowing this without permit?

Home is still making unpermitted improvements, working at unapproved hours at night and weekends. Now have begun to block the sidewalk with trucks and equipment. Also leave mud and debris on sidewalk preventing safe passage. A stop work notice is needed with these brazen contractors and home owners.
