Per CSB: This waist high grass has grown over the sidewalk and making it difficult for handicapped neighbors. In addition, the fire risk is high on dry days.

Per online complaint: This rental duplex has been a notoriously badly maintained house (it's 4400/ 4402 Woodland Park Ave. N.), but now it's the worst I've seen in years. There are dry weeds 3 to 4 feet high all around the house, and those weeds are sending out seeds throughout the neighborhood.
