Owner built a concrete wall (about 4' - 5' tall, a little higher than a garbage can) to hide his garbage cans behind in the rear of his property. The wall encroaches on the complainant's property and partially blocks access to the neighbor's parking area. NOTE: The property is accessed by a private easement, and the complainant is willing to meet the inspector on the property, he just needs 15 minutes notice.

I am concerned that his removal of of soil to build a driveway has weakened the concrete retaining wall that separates our properties.The contractor that graded the site left the soil intact at the base of the wall. However, the resident removed soil so the ground level is now more than two feet lower than the bottom of the wall. I requested that he replace the soi
