Bathroom sink/toilet was fixed in 2023 then saying he had to pay in August. He paid then asked for reimbursement. He also feels like he's being overcharged for water and sewer. Wondering his rights about this issue.

First floor of building has sunk about 4"-6". Plumber had talked to owner about foundation sinking but refuse to do anything about it. Units has 4"-6" gaps between floor and walls.
