Without any permits, the property owner brought in several loads of gravel to resurface/level the lot and change the use to a surface parking lot for the business. They did not do anything to address temporary or permanent stormwater runoff created by the parking lot, and the entry/exit to the is very close to the intersection, which creates traffic problems.
