Complainant is a tenant with questions pertaining to tenant rights. Landlord has installed secured mailbox inside the premises without giving a key to USPS - tenant has no way of accessing mail. Furthermore, landlord changed heating system type in the midst of the lease agreement (cadet wall heater is results in higher electric bill).
