This unit has overflowing garbage on a weekly basis, and often dumps garbage in loose bags in our alley way. The bags get pecked at by birds or during rain raw garbage dumps into our alley. We have had a rat issue for the past couple of years due to this, and despite previous reports this person has not been cited and the problem continues.
