This is a single family zone but looks like they are turning a historical home into a multi-family property.

Per online complaint "The home has been a nuisance in the neighborhood for years, as multiple tenants live in the house. All rooms are rented out, and the lower level mother in law apartment is occupied by a renter. The owner has died and is no longer living there, so now the home is essentially a flop house."
