No heat for 2 days - radiators not working - boiler system. Also electrical problems - usually can't run more that one appliance before blowing fuse - apparently sharing electricity with other unit(s) - she does not get an electric bill.

Radiant heat does not warm the apartment well at night, the tenant's main concern is that the house looks structurally precarious - the ceiling is bowing in and the floors are soft in the upstairs bathroom.
