A detached accessory dwelling unit is under construction. Currently a team of 5-6 workers have been sitting around eating, smoking and chatting for 2+ hours. They have 3 trucks blocking the residential alley, one of which has been idling for an hour. None of the workers are wearing any face coverings and they are sitting around in close proximity to each other. They arrived before 8am and worked for approximately 20 minutes. \They have done nothing since then besides smoke
