Owner shut off all the original electrical heaters in the house and installed a heating device on the wall between the kitchen and the dining room which has not been working since October 16th - it just blows cold air. Complainant thinks the owner tampered with it while she was out of the house. In addition to that, there is a unit in the lower level of the house that may be an illegal unit. DPD permit #6224220 describes the building as a SF residence.
