I paid a deposit and utility prepayment to the landlord (Ruslan Ovechkin)for a rental unit at 8011 Aurora Ave N, Seattle, WA 98103, which was advertised as a single family home andlater leased as a duplex. After paying, I discovered that there are no City of Seattle permits for the duplexconversion and no RRIO rental registration on file for this property or its units.I never moved in, never receivedkeys, and never took possession of the unit.
