Per Online; Hi there, I am unsure if this is the proper channel for this complaint. PER ONLINE: There is a loud whining noise I can hear all day and night from the third floor apartment. Seattle city lights came out and they can hear it, but it is not their noise. The building manger can hear it too. It's driving me nuts!

Per online complaint: "Construction and mechanical use noise. Construction is going on across the street to the east and to the south. For the past week, construction has started before 7am. I sleep with earplugs and am still woken up everyday. Back up beepers, metal drug on concrete, jackhammering."
