Per online complaint "Mr Russell uses a blue tarp in back to cover his back yard A-Frame structure. He has used a silver/white colored tarp but they blow around. He has been asked by at least three neighbors/individuals to please remove the tarp. The requests have not changed the situation. The tarp blows in the winds."
